Albania is one of Europe's best-value destinations, and you absolutely can see it without renting a car — thousands of backpackers do every summer. But its public transport runs on local knowledge rather than timetables, and knowing where the system shines and where it collapses will save you whole days of your trip.
Buses and furgons: the backbone
Intercity buses and furgons — shared minibuses that leave when full — connect every town in the country for very little money. The catch is information: routes change, departure points move, and printed timetables barely exist. The reliable method is to ask your accommodation the evening before, arrive at the terminal early, pay cash on board, and treat published times as friendly suggestions. Tirana's terminals are on the city edges, so factor in a taxi to reach them.
Trains: not really an option
Albania's rail network is minimal and effectively irrelevant for visitors — services are sparse, slow and reach few places a traveller wants to go. Plan around road transport; everyone here does.
The scenic exception: the Komani Lake ferry
One public route is a destination in itself: the morning ferry across Komani Lake in the northern mountains, often ranked among Europe's most beautiful boat trips and the adventurous doorway to Valbona and Theth. It requires an early start from Shkodër and some coordination — the kind of leg where arranging transport ahead genuinely matters.
Where the system breaks down
Three situations defeat public transport here: airport arrivals outside daytime hours, the long haul to the southern Riviera (see our Sarandë comparison), and anything cross-border with luggage. These are exactly the legs where a fixed-price private transfer earns its money — often costing a group little more than four bus tickets while saving half a day.

A sample car-free itinerary
- Day 1: private transfer TIA → Shkodër; explore Rozafa castle.
- Day 2: early ferry across Komani Lake, furgon to Valbona.
